The stuff is from your water. Most likely calcium from hard water. It will not come off. But, vinegar may help if you soak for several days.

Easy Off makes a cleaner that gets rid of this stuff. You have to do a lot of scrubbing and polishing, but it works. Just wear gloves, though (like the kind you use to do dishes). The stuff is kind of corrosive and it can irritate your hands.

You can also try a scrubby pad and cleansing powder.

BTW – when you mix baking soda (an alkaline) with vinegar (an acid), you basically render the chemicals ineffective (an acid combined with an alkali becomes neutral salt and water).

Wish I knew what your tea kettle is made from. Easy Off will ruin many surfaces. Dawn makes a Power Scrubber, hard to find, but it and a Brillo or SOS pad should do it. If you have colored tea pot, just the Power Scrubber, no metal or else the color comes off.

Brown more likely grease from cooking that burns onto the sides when you heat the pot. Minerals are usually inside on the bottom of the pot.
